Below you will find a list of instructors for the 2008 California Tactical Dispatcher
Training Conference.  We could not provide this training to you if it weren't for the
generosity of the instructors, who are willing to share their time and expertise with the
attendees of the conference.  On behalf of the Executive Board, we thank them
immensely!  Attendees don't have an easy time of selecting classes this year, as they
are all excellent, and all instructors come highly recommended.   Please take your time
and give thoughtful consideration to your choices.  Remember, the sooner you register
the earlier your will be able to select your classes to guarantee you get your first choice.
Jon Davis -  Jon is the Training and Operations Coordinator for the Homeland Security
Bureau of the Des Moines (IA) Police Department.  Jon has over 14 years of experience in
public safety, including service as a Telecommunicator with 3 different agencies.  He has
served as a trainer for over 10 years both within the agencies he was employed and with
regional and state academies. Since 2003, he has been a Communications Specialist with
Nebraska Task Force One, a FEMA Urban Search and Rescue team. He responded to New
Orleans, Louisiana for Hurricane Katrina in September of 2005 and Texas for Hurricane Dean
in August of 2007.

Jon is EMD certified through the National Academy of Emergency Medical Dispatch, is a
certified Firefighter I, Fire Instructor I, trained to the Hazardous Materials Operations Level and
rated as a Weapons of Mass Destruction First Responder.
Captain Tony Farrar - Rialto Police Department - Tony has over 25 years of law enforcement
experience. He is currently a Captain with the Rialto Police Department; as the Operations Bureau
Commander which encompasses the Patrol Division, Traffic, Narcotics, Investigations, Street Crime
Attack Team/Gang Unit, Crime Analysis and the SWAT Team. Tony has been involved in tactical
operations for over 19 years and has worked in every assignment on a tactical team. He has been the
Rialto Police Departments SWAT Commander for the past 15 years.

Tony is a California POST Master Instructor and possesses a Masters Degree in Police Administration
and a Bachelor’s Degree in Police Science. Additionally, Tony is an adjunct instructor with the Coast
Community College District and the Golden West College Police Academy.

Tony has extensive knowledge and expertise relating to tactical operations
including operational
planning, tactical intelligence, tactical leadership and risk management, and tactical response to
terrorism. He has presented information relating to tactical operations and intelligence to audiences
including law enforcement, community groups, and the private sector throughout California and other
states.

Tony spends a great deal of time researching the operational aspects of SWAT teams and networks
with other experts throughout the nation. He has developed several successful law enforcement
conferences and training venues and his written materials have been published in both international and
domestic publications.
Danah DeVries - Danah works for the Oxnard Police/Fire Communications Center as the
Communications Training Coordinator. She have been in public safety for 12 years. She
began her career at Eureka Police Department where she worked as a Dispatcher, CTO and
Dispatch Supervisor. While at Eureka she started and maintained their Tactical Dispatch Team
after going through ITR’s basic class. In September 2005, she completed the POST Master
Instructor Development Program and created and taught a Tactical Dispatch Update class.
She is currently working primarily in a training capacity. She is a partner and instructor for
911TLC and also teaches for San Diego Regional Training Center, Ventura College, College
of the Redwoods, Ventura County Sheriff Police Academy and CPS Seminars.
Debra Konstantakos - Chino Police Department - Debra Konstantakos, began her career in
law enforcement in 1983 as a Police Dispatcher for the City of Montclair. She joined the Chino
Police Department in 1991 as a Public Safety Dispatch Supervisor. She is a member of the
S.W.A.T. Team by serving as a Tactical Dispatcher during high-risk critical incidents.
Additionally, she is a Criminal Justice Instructor for local colleges in the southern California
area.  She instructs P.O.S.T. certified courses for Dispatchers, Communication Training
Officers, Civilian Supervisors, and Peace Officers.

Debra is married with two grown children  and one grandchild. She enjoys fishing, boating and
spending quality time with her family and Yorkshire Terrier  named Zoi.  
Richard Behr  - Richard has been in public safety for 35 years.  He has worked both in the
field as a Firefighter/EMT and in the Communications Center.  He is trained as an Incident
Dispatcher.  His forte is the emotional well being of dispatchers.  He has debriefed the
dispatchers who handled the Columbine school shooting.  After September 11th, he debriefed
dispatchers for NYPD, FDNY and dispatchers from the Washington, D.C. area.  Richard made
several trips to the Gulf Coast after Hurricanes Katrina and Rita and debriefed the dispatchers
for New Orleans PD and several other agencies in Louisiana and Mississippi.  He is the author
of several articles on dispatcher stress and is the author of “Under the Headset, Surviving
Dispatcher Stress.”
Rodger Ruge and Blake Bertling - Rodger Ruge graduated in 1985 from Sacramento State
University with a Bachelor of Arts degree in Criminal Justice.  Rodger began working as a
Police Officer in 1986 for the City of San Rafael holding assignments as a patrol officer and
member of SWAT team..  In 1990, Rodger left San Rafael to become a Police Officer for the
City of Santa Rosa where he held a primary assignment as a patrol officer.  Rodger also
worked on the Neighborhood Enforcement Team focusing on street level narcotics, prostitution
and gang enforcement.  After completing his assignment with N.E.T., Rodger became a
member of the Traffic Division working as a Motor Officer.  Rodger was also assigned to the
Training Division of the department completing duties as a Training Manager.

During Rodger’s tenure as a Training Manager, he was certified as an instructor in Defensive
Tactics, Firearms, Driver Training for Emergency Vehicle Operations, Taser and Dealing with
Emotionally Disturbed Persons.  Rodger also participated in the prestigious California Peace
Officer Standards and Training Master Instructor Development Program (MIDP).  MIDP is a
year long program based in instructional system design.  One of the many demanding
requirements of MIDP involves developing a 24-hour law enforcement related training
program.  Rodger chose to do his program on wellness, focusing on components of nutrition,
fitness and stress management.  To increase his developing expertise in wellness, Rodger
became certified as a personal trainer for law enforcement through the Cooper Institute.  In
addition, Rodger became certified as a stress management trainer through Dr. John Mason at
the Stress Education Center.

In 2005, after 18 years of law enforcement service, Rodger retired from the Santa Rosa Police
Department due to a back injury.  Rodger started his own business, Ready Force Inc., where
he provides the highest levels of personal safety, awareness, wellness and stress
management training.  Rodger is also the author of The Warrior’s Mantra, Barricade Books Inc


Blake Bertling - is a counselor and Neuro-Linguistic Programming (NLP) Master Practitioner.  
Blake works together with people to find the most congruent ways to allow his clients to access
a more natural flow in their daily life.  The techniques Blake uses vary from client to client, but
his overall philosophy remains the same; to facilitate the changing or re-patterning of one’s
beliefs, focus of attention or life purpose, and ultimately to ease any suffering that is being
experienced, whether it is physical, emotional or psychological.

Blake’s work continues to expand into all facets of life, including the incalculable number of
human afflictions (depression, anxiety, phobias, and compulsions), physical ailments (cancer,
multiple sclerosis, eating disorders) and relationship issues.

When Blake began teaching Ready Warrior Life Essential Training Programs with Rodger
Ruge, the owner of Ready Force Inc., he realized he was working with a very powerful stress
management trainer to reach into the warrior culture of the protectors of our society.  Because
the toll of stress on emergency services personnel is so sever, Blake is thrilled to be working
with Rodger because together their backgrounds and training compliment and enhance each
other to provide a cutting edge  training program that really unique and clearly the best of both
worlds.  
Janet Childs - Since 1970, Janet Childs has been actively providing crisis intervention
counseling and education focusing on the dynamics of loss, illness, crisis and grief. As a
founding member of the Centre for Living with Dying, Janet has participated in the growth of
this organization, and has worked with thousands of individuals, groups and professionals on
the front lines. The Centre is an international bereavement counseling service - the most
comprehensive of its kind in the country, serving over one million people since 1976. The
Centre provides support, intervention and education for all age groups and professions on the
life issues of loss, serious illness, death, grief and trauma.   She presently oversees the
educational programs and coordinates the Bay Area Critical Incident Stress Management
Team. For the past 14 years, she has offered POST Certified Training for public safety
personnel and for the past 23 years, has provided Certified Training for social workers, nurses
and therapists. Combining her love of music with her personal and professional experience
with loss, she creates a safe and healing environment to gently examine these difficult life
issues.
